1. Many times, the birth registration of the parents is not available for registration within 45 days of birth or even later, what should be done?


According to the Birth and Death Registration Act 2004, birth registration is mandatory for everyone (Sections 5(1), 6A and 8(1)). If anyone does not follow this direction of the law, he will be considered a violator of the law and can be punished with a fine of up to 5000 taka. Moreover, now a birth certificate is required in 19 cases including school admission, job recruitment, passport, national identity card. Again, no person's death can be registered without a birth registration. If the death is not registered, inheritance cannot be ensured.


If the matter is explained in this way, the concerned person will be interested in birth registration. Birth registration of the parents along with the birth registration of the child is relatively easy. Because by adding only the age proof record of the parents (education certificate or NID with investigation as per Section 7(1) of the Act) to the information/records required for the birth registration of the child, it is possible to register their birth very easily. The issue can be seen as an ‘opportunity’ rather than a problem.


Moreover, ‘Family Tree’ is an internationally accepted best practice for accurate birth and death registration databases. Bangladesh has adopted it. In this method, a family structure is created by adding the birth registration number of the parents to the birth registration of the child, so that the number of children of the parents and their serial numbers are known. Through this, inheritance is confirmed and it is possible to prevent the tendency of unethical changes in age or other information. This method will be helpful in formulating a ‘Population Register’ in Bangladesh in the future. In this context, the citizen should be well informed about the issue and provided with necessary cooperation and get registered.


2. Manual birth registrations, which have not yet been done online - what should be done about them?


Time has been given many times for the inclusion of manual birth registrations online. All these birth registrations that are not online now do not have the opportunity to be included online with the exact same birth registration number. If the certificate information is found in the book kept in the office where the handwritten birth registration was done, the registrar will register the person online directly using the handwritten certificate information, unless the birth registration has been done elsewhere. However, the birth registration number will be changed. However, this will not cause any harm or inconvenience to the concerned citizen.


3. What to do if any information revised in the previous software is not available in the BDRIS software?


If any information revised in the previous software is not available in the BDRIS software, a detailed list of all these corrections will be sent to the office of the Registrar General through the Executive Officer/DDLG and it will be updated.


4. How will the previous birth and death registrations that are only in Bengali be made in English?


Any addition or deletion of information in the software will be considered as correction. In the case of registration, it was necessary to do it in both languages first. Since it is not in English, if it is added now, it will also be considered as a correction and it will have to be corrected as per Rule 15 of the Birth and Death Registration Rules, 2018.


5. How will the birth registration of twins be done?


In case of birth registration of twins, first one application has to be submitted online and then the registration has to be done as per the proper rules. (Once one registration is completed, it will be difficult to submit the other application online.)


6. How can a birth registration number of less than 17 digits be upgraded to 17 digits?


If the birth registration number is less than 17 digits, the old certificate can be submitted to the office of the concerned registrar and a certificate with a 17-digit birth registration number can be obtained. Like all levels of registration, the citizen's own mobile number has to be used in this case too.


7. If the birth registration of a married woman has not been done before, can the birth registration of a married woman be done at the husband's home address and the husband's name be written on the certificate?


If the birth registration of a married woman has not been done before, the delayed birth registration of a married woman can be done at the husband's permanent address as per Section 4 of the Act. He can also register at the address of his birthplace if he wants. In the case of birth registration, the names of the father and mother have to be written, there is no opportunity to write the name of the husband.


8. Does the person under registration have to provide a certificate in both Bengali and English?


Yes! It is mandatory to provide a certificate in both languages. While accepting the application form, it should be carefully checked whether the birth information is in both Bengali and English.


9. Can the mobile phone number of someone other than the person under registration or his parents-guardians be used during the application for birth-death registration or correction of information?


Since the matter is related to personal information, in this case, the mobile phone number of the person under registration or his parents-guardians has to be provided. It will be more convenient if the email number of one of them (if any) is provided along with it. Based on the assumption that the number of family members can be 5, the software has made provision for the use of a mobile phone number for a maximum of 5 family members. If a phone number is used in more than 5 registrations, no trace of those registrations will be found later.


If the family does not have a mobile phone or the number of members exceeds the capacity of the mobile phone, then the phone number of any close relative of the person under registration or his/her parents-guardians may be used. In such cases, under no circumstances may the personal phone number of any official or employee of the registration office be used.
